I cann create the project group until admins rename the disabled project. They will reassign the question to me when they are done.

I changed the project group Launchpad ID. Can it be created now?

I created the project group <https://launchpad.net/candyproject>. You can add projects to it by visiting each project and choosing Change details. Set "Part of" to "candyproject".
