This are not private teams. They are private-membership teams. Any user can see them and know what they are doing. I have a branch that will land next week that will allow admins to delete the 20 remaining PM teams.

I landed a branch that makes private-membership teams pass ValidTeam to complete the merge. Try the delete action again.
