Please change the ownership of the Ubuntu Basque Translators team (ubuntu-l10-eu)

After the discussion at [1], it seems that the current members of the Ubuntu Basque Translators team are no longer active.

Repeated attempts to contact the current owner received no reply.

There is a new volunteer who has stepped up to be the new coordinator and to revive the Ubuntu Basque translation effort.

Therefore, I'd like to request Oier Mees (https://launchpad.net/~oier) to be assigned as the owner of the Ubuntu Basque Translators team at https://launchpad.net/~ubuntu-l10n-eu, which will allow him to lead this effort.

After perusing the documented attempts at communication, the lack of activity in the group, and Oier's activity, this seems like an excellent plan. I have changed ownership of the group to Oier Mees and updated https://answers.launchpad.net/ubuntu-translations/+question/103828.
