 I need to create a list in one group at lp, but I recived this message The application for this team's mailing list has been declined. Please contact a Launchpad administrator for further assistance.

FYI, Ubuntu mailing lists are usually hosted on lists.ubuntu.com instead of Launchpad. That's why it was declined on Launchpad and Jorge should help you set one up on lists.ubuntu.com.
