when I login dashboard,this problem occurs, that I have installed keystone,and set the user,password,and tenant,but why it happens?

I rebooted the instance devstack was running on, and I got this error. Keystone isn't running. Try starting it. I would like to help you with a location for the service script, but I believe it depends on whether you installed keystone with apt of with a larger package such as devstack.

Which manual were u followed for installing openstack..?

i think you installed it using stack.sh..
If so, this error is coming because of the running services so we have to restart it..

For that type the following command in command prompt
$ ./unstack.sh

after running this command, close the command prompt and try to login in dashboard..
