Selecting/copying locked objects

I can't select a locked object or an object in a locked layer.

In File->Inkscape Preferences->Selecting I've unchecked "Ignore locked objects and layers"
and enabled "Select in all layers" but if either the layer is locked or the object is locked I am not able to select it.

I want to protect the objects from any further modifications, but still be able to copy them.
Simple test:
Set the Inscape selection preferences as above.
Draw e.g. an ellipse. Click on it.
In Object->Properties select Lock.

Deselect the object (click outside).

Now it's not possible to the select the object and unlock it... (fortunately undo works)

I think this may be a bug due to some misunderstanding, as it would be more natural to have like
"protect" for not allowing modifications and "lock" for making unselectable.

Couldn't confirm your problem. For me all working good.
What version do you use? Try to download latest 0.47pre4 version. Or wait few days when brilliant shiny new 0.47 is out! :)

1) The preferences for 'Selecting' only apply to (as stated above the options): '<Ctrl>+A', <Tab> and '<Shift>+<Tab>' i.e. not to mouse left-click or dragging a selection window
2) Additionally you can select 'locked' items with the 'Edit > Find…' dialog, then use copy&paste as usual... See this topic in the forum <http://www.inkscapeforum.com/viewtopic.php?f=5&t=3311&p=15688&hilit=find+similar#p15463> about the find dialog and how to refine the search…
3) menu 'Object > Unlock all' will unlock all objects in the current layer
4) You can also use the 'Edit > XML Editor' to remove the lock on individual objects (remove the attribute 'sodipodi:insensitive')

Currently there is only a 'lock' but no 'protect' attribute available. There certainly are RFEs filed for an improved UI to manage locked objects but I can't tell you any bug numbers off-hand.
