A few things you can do to get the effect:
1) Type your text
2) Select the text with the selection tool and select Path-Object to Path from the Inkscape menu
3) Choose Effects-Generate from path-Extrude...
4) Configure options in the dialog box that appears and choose Apply

Other things you can experiment with to enhance the 3D effect involve creating shadows and using the Perspective or Envelope tools to create 2 point perspective.

Need to create an illustration comprised of dots. Is this possible with Inkscape?

Pieter, you can use Pen and Pencil to create dots (Ctrl+click or Ctrl+Shift+click), or you can draw a path and use an effect from "Effects - Modify path" that will turn each node of the path into a dot.

Please ask your question in a separate thread the next time ;-)
