Can I keep stroke settings constant when scaling objects?

I've been using Inkscape for a technical drawing, and one thing that annoys me is that transforming objects changes the stroke parameters. E.g. when I lengthen a line, its width also will grow. Is there a way to keep stroke parameters constant?

Yes. When using the selector tool (F1), notice that there are buttons at the right end of the toolbar labelled "Affects". The first of these buttons controls whether the stroke is scaled when an object is scaled. This setting is also available in the Transforms section of Inkscape Preferences (Shift+Ctrl+P).

It looks like that in v. 0.48.3.1 r9886, the Affects do not work. there are 8 arrows at the cornors and the edges of a horizontal streight line, when I tried to adjust the length of the line by drag the arrow at the left edge or the right edge, the width of the line also changes, no mater the affects button is pressed or not.

I realize that it works in a strange way. When resizing a horizontal line, the number in H changes and the width of line also changes. When release the mouse button, the H number jumps back to original value and the line width changes back. All of these should not be changing at the first place when the first Affect button is not down.
