Resizing images to print larger

I scanned in some flat plastic pieces with graphics on them so that I could touch them up using MS Paint then print them on decal sheets and apply them to new clear plastic shapes.
If I open the scanned image files that were saved in jpeg format, in Paint, MS Picture Mgr they are slightly smaller when they are printed. They are 600 dpi resolution or higher but print slightly smaller
Will Inkscape allow me to select all the images or one image on a page and increase the print size by using the selection box handles to size and print the images exactly the size that fits the project?
