why when I try and save pdf as an eps, it crops it??

I bring a pdf file in, try and save as eps and it crops the image???
Why?

Because the underlying utility ps2eps works that way. You could just add a paper size white rectangle behind your image.

This is based on the EPS file format sepcification (the size is the smallest box enclosing the visible drawing content).

No - current stable versions of Inkscape do not make use of 'ps2eps' (part of Ghostscript) at all. The only utility grogram from Ghostscript used by Inkscape is 'ps2pdf' when importing PS or EPS files (the PostScript files are converted to PDF files on-the-fly, and the PDF files are imported using internal routines based on poppler).

Saving as EPS is done with internal routines based on the cairo graphics library.
