Inkscape

I dont seem to have (effect) at the top of page

I am trying to do annimation and it say's that i have to go to effect but i havend't got it what else can i use

Please provide more information, i.e. what platform you're working on, which Inkscape version and what exactly you are trying to do.

Possibly the tutorial was written for Inkscape .46 and refers to the 'Effects' menu. This menu lists the available Inkscape extensions and was renamed accordingly to 'Extensions' in Inkscape 0.47 [1].
