When I try to create a rectangle with the rectangle button, a dotted line rectangle appears but no permanent rectangle will appear, if I click another button the dotted line rectangle will disappear.

I am trying to use the buttons on the left to draw a rectangle. I click on the button and then drag a rectangle outline on the page. All that appears is a dotted line rectangle with a small square at the upper left and lower right corners and a small circle at the upper right corner. The dotted line rectangle never becomes a "solid line" rectangle and if I click on another button on the left, the dotted line rectangle will disappear. The same thing happens when I use the buttons to try and draw circles, "fill bounded areas", etc.

After you create your square/circle, look at the bottom/left corner of the Inkscape user interface. This is titled the Fill & Stroke Style Indicator.

Where the FILL Indicator is: there should be a style indicator bar with one of the following settings:
>Colored rectangle
>Unset
>Pattern
>N/A
>None
Same for the Stroke Indicator

If either is set to None simply left click one of the color boxes in the pallette bar to assign a fill.

To the Right of the Fill Style Indicators is an Opacity % setting. O:___%. Make sure the Opacity Setting is not set to 0 (zero)

If this does not work Right Click your shape and open the Fill & Stroke Dialog (Shift+Ctrl+F), go the to FILL Tab and ensure the A (Alpha/Transparency) channel is not set to 0

Thanks for your help.
By using the procedure outlined above "If this does not work Right Click your shape and open the Fill & Stroke Dialog (Shift+Ctrl+F), go the to FILL Tab and ensure the A (Alpha/Transparency) channel is not set to 0" I am now able to draw rectangles and circles. But when I do this the rectangle/circle is filled with a color. How do I draw a rectangle where only the four lines that depict the borders of the rectangle appear in black and the area inside the rectangle is white - the same for a circle.

In the Fill & Stroke Dialog (Shift+Ctrl+F) there are three tabs at the top of the dialog

Fill: Is the area inside the objcet
Stroke Paint: Is the border of the object
Stroke Style: Provides Markers, Join settings dashed lines, etc

In the Fill Tab there are a row of icons(top of the tab), float your mouse over the icons for a tool-tip message. The first icon on the left is "No Paint", - X icon.

 Select the Stroke Paint Tab, and click the 2nd icon "Flat Color", Light Blue Square icon.

I suggest you have a read of the following chapter as, there are a few ways to do what are asking for help on.
