How can I import a scanned Jpeg image and use OCR

I want to scan a document (or an existing jpeg image) and use OCR to convert it to TEXT. how can that be done ?

Inkscape doesn't have an OCR. I'm used to work in Windows and Acrobat Pro (commercial) has an OCR feature. Open source alternatives are gocr and tesserat.
