1. Convert your text to paths using >Path >Object to Path
2. Then Ungroup the converted paths >Object >Ungroup
3. Now Combine your converted paths using >Path >Combine

This will give you one combined path

4. Now select this path and OPEN the >Path >Path Effect Editor...
Use the pull down option to select ENVELOPE DEFORMATION and ADD it to your path.

Once you add the effect there will be a menu within the effect editor allowing you to envelope the TOP BOTTOM LEFT and RIGHT of your combined path.
To adjust the TOP of the deformation click the edit node icon labelled "TOP BEND PATH". This will highlight a GREEN Path on your canvas along the TOP border of your path. make your adjustments for each of the SIDES of your envelope.

If you don't like the bending effect it creates you can undo the effect. And instead of deforming the entire sentence. After Step 3 above, Break apart >Path >Break apart the converted text and deform each character individually. When i do this I create an example / reference envelope and lower it (>Object >Lower to Bottom (end key)) below the target object.

Hope this makes sense and works for you...
