How do I move the document page relative to the drawing I have created on that page?

I have drawn a map and when I have completed it I have found that I have failed to position the map correctly on the page. The map contains 22 layers so is very difficult to move. I was wondering whether there is a way of moving the original document page relative to the map. The move is fairly simple. The whole map needs to move downwards by seven "down arrow" key movements or the document page needs to move upwards by seven "up arrow" key movements.

Unlock the layers and Unhide (Show) them

Select (F1, Space Bar =Selector tool) all your objects (Ctrl+A, or rubberband select them)

Open the Document Properties, >File >Document Properties (Shift+Ctrl+D)
  >Menu defaults to the <Page> tab, the Page tab has three sections
    - General (top)
    - Format (middle)
    - Border (bottom
In the Format section there is a button labelled "*Fit page to Selection", click this button done.

*note: if you manipulate the page sizing, inkscape's >Edit>Clones>Create Tiled Clones will not work correctly.

Ctrl+A selects the current layer only. To select and move everything (on all layers), you should use Ctrl+Alt+A instead. As wrote vwanweb, the layers must be unlocked first.
Once the objects selected, you can move them with the arrow key or resize the document with the Document Properties dialog.

If you can fit the page to the selection then wouldn't it be easier to draw a page shape (rectangle I'd have thought) on top of the image where you want the page boundaries and then use the fit-page-to-selection setting with that shape selected.

This would avoid messing with any layer settings and avoid any tiled-clone bugs AFAICT.

Need to know how to move the page around but the solution given below does not work in the latest version. New version is 0.91
There is no "Fit Page to Selection" button.

In version 0.91:

Ctrl+Shift+D opens the "Document Properties" dialog. Under "Page Size" expand the "Resize page to content ..." section. Now click the button "Resize page to drawing or selection" - if you have a selection made then it will be used for the resize, otherwise the resize will fit the drawing.
