Think tank 551 Printer does print but no scanner and device manager not finding device I/O error Kubuntu

Running latest version of Kubuntu.

Used automatic installer to Install new HP Think Tank 551 MFP including the latest version of HPLIP for USB.

HP Device manager not accessing scanner and no printer functions such as test page.
Says "Device is busy, powered down or unplugged (5002)"

HP Device manager often shows printer not available icon but does change to available icon when I access printer from other applications but still no HP device manager functions for printer or scanner.

HP device manager error: "Failed to Open Device 'hpaio:/usb/Smart_Tank_Plus_550_series?serial=CN03E241Y1': Error during device I/O.

Test page does print from Ubuntu printer manager and able to print documents from applications.

Also: Ubuntu skanlite does find two HP devices but neither work. Says: "Opening the selected scanner failed"...

Have tried completely removing all packages and remove printer but automatic installer does say it found version 3.20.6 installed anyway and it did uninstall and reinstall.

This has not fixed the problems...

Ubuntu printer manager does show two printers.
-Smart Tank Plus 550 Series, hpcups 3.20.6
-Smart Tank Plus 550 Series CN03E241Y1 driverless, cups-filters 1.27.4
Both versions do print test page from ubuntu and can set either one as default.
Do not know why two printers keep showing up after remove and reinstall.

I'd expect an hpaio device (HP) and an escl device (non-HP).

I'd expect the queue using hpcups not to print.

Hi ,

Ubuntu 20.04 is supported with few limitations in HPLIP. Hence you are seeing device busy error.

Could you please refer below link for your bug:

https://bugs.launchpad.net/ubuntu/+source/cups/+bug/1879206

You can print via network instead of USB.

There is no network printer here. Printer does not have a LAN connection and there is no WiFi in this secure facility.

Referring to an incomplete bug report without any importance decision assigned has not solved the problem.

Part of that thread does involve the same or similar error that reports a problem with permissions.

Is this the entire problem?

Is there an issue due to folder permissions preventing the application from reading or accessing a file?
