'Horizon': Language not getting changed in the dashboard

What could be the possible cause for this? This is not happening for any of the forms..

Answers on Launchpad is deprecated for a long time in favour of https://ask.openstack.org.

I'm keeping disabling this section here, someone else is enabling it from time to time. I'm very sorry about the confusion.

I don't get this. Sometime back also, I have raised queries on the 'Answers' section of Launchpad.

And since it got deprecated, where should I raise any questions which I need to get clarified??

Yes, I remember. And back then, your questions were misplaced as well, and you were asked to go to ask.openstack.org.
