Can not extract portable Windows Installer

Hi, How are you?

I am trying to execute homebank version 5.18 for windows as portable with no success.

According to homebank's download page, its installer contains a portable version.

However, homebank's installer does not execute with a regular user (user without administrative rights ).

Please, How can I extract homebank's portable without administrative rights?

I appreciate any help you can give me

tip: execute the installer from a computer where you have adminitrator rights ans install in an usb
the folder you will get is then portable.
