Why aren't the docs included in the HomeBank Fedora package?

Why is there a separate homebank-doc package instead of including it with homebank? The welcome dialog shows an option to read the manual but if you select it without having installed homebank-doc you get an error.

I suppose it is a package rule.
Just ask fedora or the packager, I do not package HomeBank.

Can you help with this problem?
