rules, that allow onl certain users and groups access to the internet

Is it possible to define rules with Gufw that allow only certain users and groups access to the internet?

For example rules like this:
-A OUTPUT -m owner --uid-owner _apt -j ACCEPT
-A OUTPUT -m owner --gid-owner internet_access -j ACCEPT

If yes:
How can I create such rules with Gufw?
Does Gufw support this?
