You can't find 'extreme tux racer' on the installer cd's. But you still can find it on Ubuntu DVD repository in universe section.
(FYI: The Ubuntu software repository is divided into four components --> main, restricted, universe and multiverse)
You can get the Ubuntu software repository from the ubuntu community in arround you.

yes, of course.
ETR can running in slaxware, fedora, macosx, gentoo, even you can use it in though windows. (only if you are using the appropriate installer)
