No, D.O.Mu.S. is not a CMS, but you can build one on it!
D.O.Mu.S. is a framework: extending it's engine with component you can build a CMS, an e-zine engine, a website... anything you want.
In the past years on top of D.O.Mu.S. were deployed:
- many multilingual glossaries IDEs
- three e-zines
- many websites, including commercial websites
- some other projects (a customer management system, a moo, an experimental mugen)
