python-gnomeapplet not packaged for 12.04

The DockBarX README file says:

"Install python-gnomeapplet if you want to use DockbarX as a gnome-panel applet (gnome2)..."

It seems there is no python-gnomeapplet packaged for 12.04. I'm assuming that's because GNOME 2 isn't really supported on 12.04.

Is there no python-gnomeapplet for GNOME 3?

Gnome2 is not supported for 12.04, no. You can run it as a standalone dock or run it in mate-panel (http://airinux.blogspot.fi/2012/07/howto-make-dockbarx-for-mate.html).
