Error message "Unable to open TCP/TLS port" when I start DC++

I have version 0.75 DC++ software. When I start the programme two error messages come up consecutively:

1) "Unable to open TCP/TLS port. File transfers will not work correctly until you change settings or turn off any application that might be using the TCP/TLS port."
2) "Failed to create port mappings. Please set up your NAT yourself."

When I click on the address of a public hub, it says "downloading public hub list" indefinitely with nothing coming up. I have followed all instructions available at port forwarding for the Huwaie router that I have: http://portforward.com/english/routers/port_forwarding/Huawei/EchoLife-HG520b/DC++.htm

I have been using DC++ for music since 2001 and I'm frustrated that now I'm moved into a new property I can't get it up and going! Please help. Naz
