blocking downloaders with 0 share files

How do I block a user from downloading from my share files if they are not sharing any files themselves? I can't find any tools in my settings to do this. I view these people as parasites who take and never give.

You can't. It's the hub policy to let them download or not. You can disconnect these hubs and connect to some hubs that have a minimum share to connect or download...
