DC++

-~~~URGENT~~~- DC speed issue

Guys.. I use DC++ and I have reinstalled windows on my pc a month ago and whenever i download anything from any hub the download speed for a second shows 2mb 3mb then 1mb 500kb 450kb 300kb 200kb 50kb 10 5kb.. everytime this happens
i use direct connection and i have win 7 ultimate and have tried passive mode. My LAN speed is 100mbps.
Please help me guys i have this problem since i upgraded windows.
