How do I get Desktop Effects to work

I have a Compaq v5015us laptop. It has ATI Radeom Express 200m 5955 video card. Desktop Effects is disabled by default upon fresh install. Will Desktop Effects work yet?

I change it to compiz, the desktop effects manager by default.
You get effects on your system if you install the closed drivers from ATI.
