Is 2.6 officially no longer 'app specific', and just a manual toggle?

Can anyone verify that the 2.6 release notes:
"This release adds full-screen detection, and removes monitoring of applicatio..."

Means that you can no longer configure specific applications to stay awake for, and that caffeine is now simply intended to be a manual sleep toggle button on the menu bar?

I am running into the same problem in ubuntu 14.04 of not finding preferences, and it not seeming to pay attention to my .config/caffeine properties.

Not quite: it's an automatic toggle.
