Importing from SVN; missing Python bindings

I'm trying to do the fast-import-from-svn on a repository as part of the two-step conversion of an svn repository into a bazaar repository.

$ bzr fast-export-from-svn http://sv1/svn/marylebone marylebone.fi

bzr: ERROR: svn.fs missing. Please install Python Subversion 1.4 or later and try again.

What is svn.fs
What is Python Subversion 1.4 and where do I get it ?

I'm running cygwin on a Windows XP box and used the cygwin setup to get (in my case) 1.7 of the Subversion Python bindings.

Still I get this error.

I think you can get pysvn from http://pysvn.tigris.org/
