You'd need a gateway to send those messages (like http://smsgateway.ca/) and a plugin. You can always hack an old mobile phone with a serial port to send the messages, but there would be a cost associated with it.

While a really neat idea, it could get pricey given larger networks get hundreds of new user registrations each week.
