What is the reason CoreDump isn't collected?

Apport version: 2.20.1-0ubuntu2.27
Ubuntu 16.04.6 LTS

I am receiving a crash file but no CoreDump inside.

Does anyone know why there is no CoreDump file attached?

Can't find any reference to "dump mode 2". Is that a reason why corefile isn't created?

Maybe https://<email address hidden>/ is relevant (search for "core" in the text)
and https://www.kernel.org/doc/Documentation/sysctl/fs.txt (search for "core" in the text)

What files are there in /var/crash/ ?
